The DCF Adopted Child Tuition Waiver and Fee Assistance Program is designed to lessen the financial burden on adopting parents in the Commonwealth. This waiver extends eligibility to all children and young adults, age twenty-four or under, adopted through DCF by state employees or eligible Massachusetts residents, regardless of the date of adoption. The tuition and fee waiver encompasses 100% of tuition and fees for state-supported courses, subject to budgetary appropriation, at all of the Massachusetts public institutions of higher education, excluding graduate courses and courses in the MD program at the University of Massachusetts Medical Center.

Foster Care to Success Sponsored Scholarships – This program is funded by organizations, individuals and families across the country, giving them the opportunity to help fund foster youths' postsecondary education so they can achieve brighter futures.
We also provide academic coaches and personal mentors, enabling them to enjoy a college completion rate many times that of their peers who lack such support.
The Foster Child Grant Program was funded by the Massachusetts Legislature in 2001. It provides grants of up to $6000 annually for foster children to help pay for an education beyond high school at any college or university throughout the continental United States. The grant recipient must have signed an agreement with the Department of Children and Families for care and services beyond age 18.

While foster care children qualify for financial aid, many face the burden of acquiring student loans to meet their educational costs. The DCF Foster Child Tuition Waiver and Fee Assistance Program is a valuable resource that will help reduce their educational loan debt.
The Franklin Food Pantry has received a $10,000 grant from the Greater Boston Food Bank enabling us to offer larger quantities of fresh and nutritious food to those we serve. The capacity-building grant will be used to fund equipment needs for the mobile pantry, food transportation, and Healthy Futures Market which offers fresh produce weekly from June to October.
The Volunteer Income Tax Assistance (VITA) program offers free tax help to people who generally make $53,000 or less, persons with disabilities, the elderly and limited English speaking taxpayers who need assistance in preparing their own tax returns. IRS-certified volunteers provide free basic income tax return preparation with electronic filing to qualified individuals.
In addition to VITA, the Tax Counseling for the Elderly (TCE) program offers free tax help for all taxpayers, particularly those who are 60 years of age and older, specializing in questions about pensions and retirement-related issues unique to seniors. The IRS-certified volunteers who provide tax counseling are often retired individuals associated with non-profit organizations that receive grants from the IRS.

The Gay, Lesbian, Bisexual and Transgender (GLBT) National Help Center, founded in 1996, is a non-profit, tax-exempt organization that provides vital peer-support, community connections and resource information to people with questions regarding sexual orientation and/or gender identity. Utilizing a diverse group of GLBT volunteers, we operate two national hotlines, the GLBT National Hotline and the GLBT National Youth Talkline, as well as private, volunteer one-to-one online chat, that helps both youth and adults with coming-out issues, safer-sex information, school bullying, family concerns, relationship problems and a lot more.
The Graduate Tuition Waiver is another component of the Single Tuition Waiver program that provides incentives to individuals to enroll in graduate programs at Massachusetts public colleges and universities.
